The machine I am testing on won't boot from the cdrom either. You can:
Download the iso image and burn it to a cd. 

If you have a linux machine available-
Mount the newly created cd.
(or mount the image file like:
mount -t iso9660 -o ro,loop=/dev/loop0 cd_image_name /some/mount/point)

cd to the images directory on the cd.
put a floppy in the floppy drive,
run 'dd if=pcmcia.img of=/dev/fd0 bs=1440k'

This will create a bootable floppy.

You can accomplish the same thing with a windows machine, though I don't 
know the commands off the top of my head.
