Thanks for suggesting qvwm
There are already some candidate WMs in the package_list section of the
web site. That list is not final. The final choice will be restricted
mainly from the need to fit everything in one CD.

As soon as possible, I will put online the guidelines we should follow
to choose WMs, so we can discuss them too.

In the meantime:

Internalization *is* a needed feature, most of our users 
won't use latin alphabets.

Emulate the "look and feel" of Microsoft Windows: not bad, for the reasons you mention, but not a must either: may of our users will have
never seen that platform before, and as such won't be spoiled.

Whenever possible, RULE should try to show that eye candy is not bad, but absolutely not needed for maximum functionality: in this case, that
one can do everything twice as fast with keyboard shortcuts and root
window menus.

Again, disk space permitting, nothing forbids more choices.

As for testers, they are never enough. Look in the archives for the
available code/ISOs, grab  a spare machine, and start!
