[Rule-list] Emulating smaller memory sizes

Hello All

Having started another mem=8M miniconda several hours ago, it's still on the 
first of laptop's default 114 packages! Surely this means that what Devon 
posted earlier in this thread, namely that, although the actual size is 
probed, the system struggles under whatever restricting amount mem= makes.
