[Rule-list] minimum rule install

Thanks this gives me something to chew on.  By the way have you ever
heard of Diet LibC?  Unlike uClib it's not a rewrite but rather a
slim down of the C library.  The page is at
http://www.fefe.de/dietlibc/ and he gives a pretty thourough listing
of what and why he did what he did.  

Oh and has anyone seen the new Freshmeat look..... YUCK hard to read
as all get out and the puke green... ugh.
