It's possible, but might be a Bad Idea.
First, it only occurs on the first boot (the delay, that is.) After that, 
it isn't much of a hinderance.
Secondly, in the case of a remote server, having ssh not start at boot 
time could make it impossible to connect. OK, our target users probably 
won't be installing on remote servers, but the point is still valid. ;)

I say we just warn the users:
On a slow machine, sshd can take a few minutes to start for the first 
time, don't panic.
