This is possible, and actually under development at the moment. If you're 
willing to test the install, I'll make it available to you as soon as 
it's ready. It will install using the iso image, which will contain the 
fluxbox and kdrive rpm packages. (In addition to what is already 
included.)

You'll be able to boot from either the iso or a floppy, but will need the 
iso and the Red Hat Linux 9 disks for the install.
