All this makes me wonder that the problem is in how tinyx (and/or
kernel modules and such) are set up by the RULE scripts to manage the
PCI bus, but I wouldn't really know where to go from there (assuming
that what I just said does make any sense)

What does the lsmod command says, on another RULE boc and on the
standard RH9 install? (again, a real shot in the dark if I ever tried
one...)

(if worst comes to worst, I can always write to Keith Packard
(kdrive/tinyx author) ask him to browse this thread in the archives,
and give his opinion...)
