You are sure on the version? I can't reproduce this. On a test machine 
(hard to find a machine around here with no user mfratoni.) ;)
with only a root account, the above version installs without warnings.

the icewm-l10n-1.2.7-2RULErh8.0.1386.rpm package does give me the above 
warning on that machine, but none of the newer versions, since I added 
the %defattr (-, root, root) line to the %files section of the spec file.

Please verify the versioning and that this is reproducable for me if you 
could?
