It's called "zeroconf" and is the set of IP addresses onto which DHCP 
clients are supposed to fall back if they cannot get a valid lease. This is 
not harmful (and can actually be useful), but can be configured not to 
happen in any case. Did you ask out of curiosity, or would you really like 
to eliminate it?

I suggest yum, since it's supported by the newer up2date in Fedora and also 
by many other sites. It should not be hard to find "yummified" repositories 
for RHL-7.x through RHL-9... I know Fedora Legacy has one, and surely some 
of the RH mirrors also support yum.

These are the only things to which I can make any useful comment.
