[RULE] Install guide rearranged

Slinky-detect is not mentioned (though, yes, it wouldn't hurt)
because it is not an installer, but a stand-alone program for
hw inventory, which has nothing to do (even if built on slinky)
with installing or using RH/FC a-la RULE.

This is also the reason why it is not in that download area but in
http://www.rule-project.org/download/generic/slinky-detect/

Where generic, as specified in the Download Home Page
http://www.rule-project.org/rubrique.php3?id_rubrique=3

means: "useful packages, config files or scripts useable on
any RH/FC version"

of course, any comments on the structure of those pages is
also welcome. And, while we are at this, why not read again
the slinky page http://www.rule-project.org/article.php3?id_article=50
and let the list know (in a *separate* thread, thanks!)
