[Rule] Possible merger between RULE and Ubuntulite Project

Pros: Both are good projects. They have compatible goals. They could be 
combined with a good deal of benefit and very little cost or downside. 
And both could use as much energy and manpower as they can get.

Cons: None that I can see.

Conclusion: Do it. Anything that adds energy to a project is a good 
thing. Ubuntulite and RULE are both understaffed and underpowered, and I 
think this could be a great thing for both.
