[Rule-list] ? on RH floppy boot

I saw posted and read where the initial goal is to just replace the boot
floppy and use a stock RH CD-ROM., but I have a question.
Doesn't RH mount a virtual root from the CD-ROM and locate
the install software there? I believe there are several images,
all in cdrom1, RedHat/base/*stg1.img and stage2.img.
If this is the case, would this project have to either:
1) make a separate installer, e.g., busybox+kernel+scripts,
text only and use the RH disc for RPMs
2) make a separate virtual image based on RH's but with additional
options and capabilities.
Item 2 would require a custom CD-ROM ISO image. However,
this is a good thing. The CD-ROM could also contain the latest
RH updates.
