I'm guessing here, please bear with me. :)
Perhaps the problem is that we don't have the proper device file
available. This may just be a secondary problem, and not related to the
module failing to load but, from the page you mentioned earlier:

4. Make the device file(s). This step usually already has been done by
 the MAKEDEV script.
   The driver uses MAJOR 25, so, if necessary, do
        mknod /dev/sbpcd  b 25 0       (if you have only one drive)
   and/or
        mknod /dev/sbpcd0 b 25 0
        mknod /dev/sbpcd1 b 25 1
        mknod /dev/sbpcd2 b 25 2
        mknod /dev/sbpcd3 b 25 3
   to make the node(s).

I'm working on a new boot image with a home brewed version of the
2.4.9-31 kernel. It includes everything the previous ones did, plus the
'real' modutils tools, including insmod, and depmod. depmod could be
useful for loading modules from a utility disk.
I'm attempting to slim it down some. It began using the Red Hat BOOT
kernel config. Anyone have thoughts on what we might be able to get rid
of without shooting ourselves in the foot?
