[Rule-list] Thoughts on licensing

I'm not sure here, actually. Syslinux isn't actually included with 
Slinky. It is used to create the boot disk, and handles the boot process. 
However, the syslinux binary is not included. I've nothing against 
including the BSD license, of course. I'm just curious as to how this 
plays out. 
Thoughts anyone?
