[Rule-list] Slinky suggestions 3

Hi Michael and all.

This suggestion isn't a priority. Perhaps it may be wise to not require the 
user to type "/" at the beginning and end of the rpm location. What do you 
think?

Also it may be useful to have a default or suggested ftp and http 
destination.

What would you think about these ideas?
