the difference between the two installer is summarized here:

I am not sure I understand what you mean by " extract the
files...under DOS". Single files can be downloaded/copied/etc in any
operating system. Do you refer to uncompressing tar archives in DOS
(i.e. how to extract single files from inside a .tar.gz collection?
