[RULE] Introduction.

I first was told about RULE some time ago (can't remember when) by a
friend on our BBS FIX (telnet fix.no), and subsequently added it to my
'interest' list, which is far to long.

I then, a few days ago, read about RULE in Brave Gnu World, which jumped
RULE up on first place on my interest list. I then read the docs and tryed
the ISO.
