[RULE] Additions to the web site

Hello,

I have finally put online the RULE 2003 slideshow, both in its general
form, and in the one presented by R. Kweskin at the IT conference of
the American School of Paris. A report on that conference from Richard
is also online. Everything is pointed from the home page.

I have also put online a newer version of the install guide with the
additions contributed some weeks ago. Sorry for the delay.

I have lost a lot of time struggling with PHP. Something is changed on
the server, and the PHP forms don't work anymore as they used to
(handling of the POST method). If anybody knows exactly why a PHP form
which was fine until february would not work now, please contact me
off list.
