[RULE] Daily RULE website dumps for offline browsing

Several users, especially those with slow and/or unreliable
connections, have requested that the whole website is made available
as one compressed tarball for offline browsing. This will also benefit
translators, and everybody wishing to contribute to the website

The tarball is reachable from:

http://www.rule-project.org/en/download.php

Every feedback on this new feature is welcome (including a more
meaningful name for its link, currently "Images and mirrors") in the
new navigation bar)
