[RULE] New "mission statement" for RULE

Hello,
I have completely rewritten the home page at http://www.rule-project.org/,
keeping also into account what was discussed here lately. Please read
it and let me know what you think on the list.
(I also needed to put something together before talking with Fedora
developers as Oisin rightly suggested)
In the next days I will continue the rewrite of the website, starting
with the install guide. Anything said in my previous message (how to
contribute, etc../.) still holds, of course.
