[Rule-list] slinky, miniconda, and the minimum install

Hi,

Thanks for the input Devon. I sure don't want to remove cat. I will 
work your suggestions into the list. 

The minimum install is for systems whose hard drive is too small to 
take a standard text install. I wouldn't want to remove any of these 
packages from base_packages for the standard install.

I will implement the minimum install with a base_packages.min that 
would replace base_packages. Then have the installer select no to 
all options. All other rpms to be installed would be in the 
extra_packages.

This completely compartmentalizes the minimum install. This way 
the standard rule install can focus on functionality not disk space. It 
is a very low disk usage install anyway. (about 250 Meg right now 
with no X and no extra packages)

Does anyone know how to not install unneeded locale and keyboard 
files? Again, I wouldn't want to do this with the standard install but it 
may be a way to save disk space on a minimum install.
