[RULE] Home page for slinkydetect

Hello,

I have added slinkydetect to the RULE SW map, and made an home page
for it: http://www.rule-project.org/en/sw/slinkydetect.php

It is basically a reformatted summary of the thread seen here on the
list lately. Cut-and-paste errors are mine. Please report them and any
other suggestion here.
(here comes the mean move) The maintainer of that page, whom I hereby
declare to be Vegard :-) from now on (**), will add them to the
current text.
