[Rule] Announcing Slinky 0.5.05

Hello Marco, Franz, and others,

I concur with Franz. In my quick install test a few days ago, I noted
the lack of local keyboard config after install (I use a French
keyboard). The system did install ok, btw, but I think we could
definitely make significant improvements with modest investments of
time.
