[Rule-list] The website is back

As from the subject (well, almost).

Thanks again to Rodolfo for restoring the site, and to Michael for
providing a temporary mirror.

The parts still missing are:

	docs.html and related install reports (my mistake, I didn't
include them in the first backup tarball, already sent to Rodolfo)

	wiki part (old URL: http://rule-project.org/cobweb/phpwiki)
	This will have to wait some more. Larry, are you around?
