RH 9 should be able to be installed via FTP from:
ftp://ftp.redhat.com/pub/redhat/linux/9/en/os/i386/RedHat/RPMS/

Or DL the CD-ROM ISOs from:
ftp://ftp.redhat.com/pub/redhat/linux/9/en/iso/i386/

There are other places to get them as well.

IIRC, you only need the first two CD's to install.
