[Rule] Preparing RULE for Fedora Core 5

Hello,

Fedora Core 5 will be released on March 20th. Right after that, I plan
to announce on all relevant Fedora Lists the fact that the website is
up to date with (hopefully) all the available material (tarballs,
documentation announced in the previous message, whatever) for Fedora
4. Basically, I'd like to show people that from now on (thanks to
Franz!) it will be much easier than before to join and update slinky,
minikde and so on for Fedora Core 5.

Please don't hesitate to ask for a SPIP account to add new material,
or improve what's already online. The Slinky pages are the most
important for newcomers, but everything is welcome. Included feedback
and error signalling on existing pages.
